Sponsoring Institution Pre-Accreditation and Continued Pre-Accreditation

Overview

Pre-accreditation is a status signifying that a Sponsoring Institution has submitted an application for ACGME accreditation under the Memorandum of Understanding among the ACGME, AOA, and AACOM. This status is conferred automatically when a Sponsoring Institution submits a complete application through the ACGME’s Accreditation Data System (ADS).

The Sponsoring Institution maintains pre-accreditation status until the application is reviewed by the ACGME’s Institutional Review Committee. In order for a Sponsoring Institution to achieve Initial Accreditation (and, ultimately, Continued Accreditation), the Institutional Review Committee must find it to be in substantial compliance with the ACGME Institutional Requirements.

What Sponsoring Institutions in Pre-Accreditation Should Know

1. Program Applications

The designated institutional official (DIO) may initiate new program applications in ADS once the Sponsoring Institution has a status of pre-accreditation. A program for which a completed application has been submitted will receive pre-accreditation status and may be reviewed by its respective specialty Review Committee, but such a program cannot receive Initial Accreditation until its Sponsoring Institution has achieved Initial Accreditation. If a specialty Review Committee determines that a program is in substantial compliance with the ACGME Common Program Requirements and the specialty-specific Program Requirements, but the Sponsoring Institution has not yet achieved Initial Accreditation, the program will hold a status of Initial Accreditation Contingent upon Sponsoring Institution Initial Accreditation. Although “contingent” status is not an accreditation status, the program is automatically granted Initial Accreditation status if the Institutional Review Committee subsequently grants Initial Accreditation to the Sponsoring Institution.

2. Graduate Medical Education Committee (GMEC)

A Sponsoring Institution with a status of pre-accreditation should have a functioning GMEC with responsibilities for oversight, review, and approval as outlined in the ACGME Institutional Requirements.

3. Annual ADS Update
Sponsoring Institutions with a status of pre-accreditation are required to participate in the ADS Annual Update, reviewing all information in ADS for accuracy during a specific, assigned time period.
4. Application Review Process
ACGME staff schedule applications for review by the Institutional Review Committee in the order they are received. If the Institutional Review Committee determines that the application demonstrates substantial compliance with the Institutional Requirements it will confer a status of Initial Accreditation on the Sponsoring Institution. If the application does not demonstrate substantial compliance with the Institutional Requirements, a status of Continued Pre-Accreditation will be conferred.
5. Acknowledgement of Status on the Website

Sponsoring Institutions with a status of pre-accreditation are identified in a report available in the public area of ADS. The report shows all Sponsoring Institutions that applied for accreditation under the terms of the Memorandum of Understanding among the ACGME, AOA, and AACOM.

Continued Pre-Accreditation

Under the Memorandum of Understanding among the ACGME, AOA, and AACOM, the Institutional Review Committee grants a status of continued pre-accreditation to Sponsoring Institutions whose applications do not demonstrate substantial compliance with ACGME Institutional Requirements. When the Institutional Review Committee grants this status, the Sponsoring Institution receives a Letter of Notification from the Committee’s Executive Director indicating the accreditation decision and any citations (areas of non-compliance) that formed the basis for the decision. The letter also instructs the Sponsoring Institution regarding actions needed to schedule a subsequent accreditation review by the Institutional Review Committee.

Under the terms of the Memorandum of Understanding, Sponsoring Institutions must achieve Initial Accreditation before June 30, 2020. Initial Accreditation Contingent upon Sponsoring Institution Initial Accreditation

AOA-approved programs can only achieve Initial Accreditation once their Sponsoring Institution has achieved Initial Accreditation. A “contingent” status is given when a specialty Review Committee finds that a program has demonstrated substantial compliance with the Common and specialty-specific Program Requirements and the program’s Sponsoring Institution has a status of pre-accreditation or continued pre-accreditation. If the Sponsoring Institution fails to achieve Initial Accreditation within two years of the issuance of a program’s “contingent” status, then the program’s status will revert back to continued pre-accreditation.
