Advisory Commission Releases Recommendations and Toolkit to Inform Assessment and Supervision of Internationally Trained Physicians

The Advisory Commission on Additional Licensing Models has released new guidance for state medical boards, legislators, and employers working on new licensure pathways for physicians who have already trained and practiced medicine outside the US. The new guidance focuses on assessment and supervision requirements for internationally trained physicians (ITPs) during provisional licensure—prior to eligibility for a full, unrestricted license.

Accompanying the recommendations from the Advisory Commission is a toolkit that provides information and guidance to implement the recommendations and ensure that ITPs are prepared and supported to deliver high-quality care.

The recommendations address six key areas, including comprehensive assessment; initial assessment to understand current strengths and areas for development; specialty-specific examinations; regular, multi-modal evaluation; supervisory qualifications; and protection of ITP employee rights.

The Advisory Commission was formed in December 2023 by the Federation of State Medical Boards (FSMB), Intealth™, and the ACGME, in response to increasing interest among state policymakers to improve patient access and reduce workforce shortages by changing licensure requirements for physicians who have completed training and/or practiced outside the US.
