The ACGME continues to aid successful placement of OVMC residents

Ohio Valley Medical Center (OVMC) in Wheeling, West Virginia informed its employees on August 9, 2019 that it would close in 60 to 90 days. OVMC is a participating site for ACGME-accredited emergency medicine and internal medicine residency programs under the institutional sponsorship of Mountain State Osteopathic Postdoctoral Training Institutions (MSOPTI).

MSOPTI and OVMC are preparing for the closure of both residency programs, which will affect approximately 32 residents. MSOPTI and OVMC anticipate that the ACGME accreditation of both residency programs will be voluntarily withdrawn effective September 20, 2019.

ACGME staff members continue to update and disseminate a list of available positions for OVMC residents. The ACGME is grateful for the response from the GME community, which has provided substantial assistance to OVMC residents seeking transfers to other programs.

CMS Clarification on Transferring Funding and Program Attendance

The Centers for Medicare and Medicaid Services (CMS) published the Medicare Fact Sheet on Displaced Residents Due to Program or Hospital Closure to aid programs in understanding cap adjustments that allow CMS funding to follow displaced residents to hospitals where they will continue their residency education.

According to CMS, if the closing hospital or program is planning to adjust the hospital’s cap to permit the transfer of CMS funding to hospitals receiving residents, each cap adjustment must be associated with a “displaced resident.” In order to be considered displaced, a resident must be physically present at the hospital on the day of, or day prior to, the hospital’s or the program’s closure. The only potential exceptions to this occur if the resident is on vacation, or on a leave of absence approved by the program director, at the time of closure. Resident assignments outside the hospital should be modified so that those residents are assigned to be physically present in the hospital on the day of, or the day prior to, hospital or program closure.
