Note: Stakeholders are encouraged to review both the proposed Requirements and the accompanying Rationale and Impact Statement, as these documents are intended to be considered together and provide a more complete understanding of the proposed revisions, including the reasons for the changes and their anticipated impact.
NEW! UNDERSTANDING NON-COMPLIANCE REPORTS
The ACGME has renamed its “Complaints” process to “Non-Compliance Reporting.” The updated terminology more accurately reflects the purpose of the process, which allows individuals to report allegations of significant and widespread non-compliance with ACGME accreditation or recognition requirements. The process serves as a mechanism for providing information that may inform accreditation and recognition review and decisions.
While the name has changed, the purpose and review process remain the same. New and updated resources, including guidance materials and FAQs, are available to help stakeholders understand when submitting a Non-Compliance Report is appropriate and how the ACGME reviews submitted information. The Accreditation Data System (ADS) has also been updated to reflect the new terminology.

NEW! Pathology Program Director Interviews and Stakeholder Summit
The Review Committee for Pathology will soon begin work on the 10-year major revision of the Program Requirements for Graduate Medical Education in Pathology.
To inform the next set of Program Requirements, the ACGME seeks current pathology program directors who are interested in participating in a one-on-one, one-hour interview to provide their perspective on the future of pathology residency education. The ACGME is also seeking current pathology program directors interested in participating in a Stakeholder Summit, scheduled to take place in person in Chicago on September 16-17, 2027.
A series of activities designed to gather relevant information is planned, including a literature review; interviews with members of key stakeholder groups; development and administration of a survey on key issues relevant to pathology education; and the stakeholder summit.

Updated Instructions for Physical Medicine and Rehabilitation Procedure Entry
The Review Committee updated the general instructions for physical medicine and rehabilitation procedure entry to align with the July 1, 2026 Program Requirements. Once case entry for the 2025-2026 academic year concludes, residents can select the procedures listed in the requirements and their corresponding codes in the Case Log System. The updated instructions are available on the Documents and Resources page of the Physical Medicine and Rehabilitation section of the ACGME website.

Surgery International Rotation Request Process
The Review Committee for Surgery, in collaboration with the American Board of Surgery (ABS), has updated its policy regarding international rotations. This change is effective immediately for all specialties and subspecialties under the Review Committee. Under the updated policy, program directors are required to obtain Review Committee approval only for the international rotation experience itself. Once an international rotation has been approved, separate approval from the ABS and the Review Committee for each individual resident/fellow participating in that approved experience is no longer required, with the exception of PGY-5 chief residents.

Urology Complement Increase Instructions
In an effort to reduce burden on programs, the Review Committee has updated the block diagram expectations for permanent complement increase requests. Programs submitting such a request are no longer required to include a proposed block diagram for each academic year for all years of the program until the full complement is realized. See the “Requests for Changes in Resident/Fellow Complement” document, available on the Documents and Resources page of the Urology section of the ACGME website, for more information.

Emergency Medicine Program Requirement Updates for 2028
The Program Requirements for Emergency Medicine and the Emergency Medicine Key Index Procedures that will be effective July 1, 2028 are now available on the Emergency Medicine section of the ACGME website. To support the implementation of the updated Program Requirements, the committee invites emergency medicine programs to submit questions via email. These submissions will be used to develop a comprehensive FAQ resource that will be shared with the community.

Continuing Education Credit

Developing Faculty Competencies in Assessment Course
Registration for Developing Faculty Competencies in Assessment is now open for the November 2026 session.
This six-day course in Chicago, Illinois is highly interactive, using multiple learning approaches combined with systems thinking to help participants build effective programs of assessment for their residency or fellowship.
Participants will learn to:
- apply outcomes- and competency-based education principles in GME;
- strengthen assessment practices, tools, and decision-making quality;
- enhance Clinical Competency Committee and Program Evaluation Committee effectiveness and use longitudinal data to support learners;
- deliver effective feedback and support struggling learners; and,
- develop and implement an action plan for program improvement.
